Put "Project Beauty.esm" below the Zeta DLC.

Also, I don't think Project Beauty adds hairs that you can put on your PC. Project Beauty simply overhauls the appaerance of NPC's to make them more... realistic looking.

If you want a mod that gives your PC a whole bunch of custom hairs to choose from you should get a mod like Anthony Lings Coiffure

Here's the enormous training manual.

For the Cliff Notes version, install FO3Edit, open the program, make sure all of your mods are checked off. Select OK.

Give it a minute to load until you see "Background Loader: finished" at the bottom of the right-hand pane.

Right-click somewhere in the list of mods on the left side and select "Create Merged Patch".

Type a name for the patch- "My Patch" or something.

Give it a few seconds to create the patch and click the X at the top of the program to close it. Select OK when it asks if you want to save the changed patch.

Activate your new patch in FOMM or NMM and go play.

The merged patch is in addition to your mods. Leave all of your esm and esps activated and place the merged patch at the bottom of your load order and make sure the box beside it is checked.

Here's a video you might find helpful. It's for New Vegas but it's basically the same thing.
