CTD when saving near or entering Solitude

So whenever I try to save near Solitude (the affected radius seems to be from Katla's farm to Solitude's main gate), I get a CTD before the save can complete. Also, whenever I enter Solitude from any location, whether fast traveling or through the main gate, I don't get far before being hit with a CTD (I crash somewhere between 0-8 seconds from entering Solitude). I haven't had this problem until later in my playthrough, it just randomly started doing this.

 

My system (desktop PC) specifications:

Processor: AMD A8-6500 APU with Radeon HD Graphics 3.50 GHz

Installed RAM: 8.00 GB (7.19 GB usable)

System type: 64-bit operating system, x64-based processor

 

Skyrim (Legendary Edition) is at the latest version, located in C:\program files(x86)\steam\steamapps\common\Skyrim

I use NMM, probably the latest version (I've updated it recently, but more recently I've had an issue where I get an error message when attempting to update: "Could not get version update information from the update server").

I use SKSE, also latest version

I also use LOOT and TES5Edit

Well I figured out that Interesting NPCs (3.42) was causing the issue. I would rather not remove Interesting NPCs from my game; why might the mod be causing this issue? I'm thinking maybe it has some conflict with Legacy of the Dragonborn.
