System509
A mod where drinking a few too many makes the camera wobble and the character can't aim straight? Is that possible with mods? I was playing GTA5 and realised getting drunk was possible so I thought it'd be pretty cool if the same thing was possible in my fav pc game of all time. HadToRegister
Visual Drugs NV Drinking Alcohol effects are in the game by default, but they don't last very long. The above mods will make them last longer, although I have yet to experience anything like a video game portrays having a buzz. SignedName
There are also mods that track blood-alcohol levels, such as Chems and Alcohol and Imp's More Complex Needs, though they do a bunch of other stuff as well.

I think System509 is referring more to simulating inebriated movement, if I understand his/her post correctly. And I do think there are some things that could be done. There are weapon wobble animations, I'm not sure how (or if) they can be affected specifically (and without affecting NPCs) without doing a bit of research. Moving the camera around should be possible via script since we have some ini settings for it, and get/set numericIni/Game settings. You could have a script that sort of randomly moves things about a bit to give the illusion of inebriated movement. I'm not a scripter or particularly knowledgeable in those functions, but I can sometimes stumble through some problems in fallout to find a solution.I can look into it if your interested, just let me know. DoctaSax
Mimicking the player being drunk can be done to an extent by using playidle in a spell script to play the 'drunk walk' idle that's somewhere in the idle manager. I believe there's also a 'vomiting against a wall' one that could be used in conjunction.

I think (my reading off) what System509 wants is to have all the normal player movement and actions, but make it appear as if they are slightly impaired or inebriated.
