Noob question: do I need to have Ultimate Edition to use mods?

Basically, the title says it all. I've read a few people saying you need to have the Ultimate Edition to install mods. I bought New Vegas when it first came out and bought all of the DLCs when they were new. Do I have to buy the Ultimate Edition just to install mods? I'm a noob at installing mods (not through Workshop). I have only ever installed non-Workshop mods with Skyrim.

Please let me know. Thank you!

If you just have the vanilla game, without any DLC, then you won't be able to use a lot of mods because many mods need the DLC. You can still run some mods, just not all of them. Most later mods require at least some of the DLC. If you want to use mods, you really need the DLC.

It doesn't matter how you get the DLC though. You can purchase the DLC separately (like you did) or you can purchase the Ultimate Edition. Either way, as long as you have all of the DLC, you can use just about any mods.

You're fine. As chucksteel said, the Ultimate Edition includes all of the DLC, which you already have, so there's no reason for you to buy the Ultimate Edition. You already have everything you need.

The one reason you might want to buy Ultimate Edition is that if you buy it from GOG (instead of Steam), the GOG version already has the 4 GB patch installed, and also has no DRM. With the version you have, you are locked into always needing Steam to run it. The GOG version does not rely on anything. I personally have the Steam version and I don't like paying for the same game twice, even if it's cheap, so I'm not buying the GOG version. Some people dislike DRM enough that the extra cost is worth it to them though. It's your choice.

But yeah, you already have everything you need right now to start using mods. You don't need to buy anything else.

Just one additional point of clarification. The phrase "DLC" may or may not include the "Pre-Order Packs" (POP) now bundled together in the "Courier's Stash" DLC included in the Ultimate Edition. These only add certain unique "starting" items to the game. There may exist certain mods that attempt to modify/improve upon those items, but otherwise in general mods do not require the POPs. If the "Courier's Stash" or POPs are not mentioned by name, they aren't included when referring to the DLCs in general.
