Red Rocket settlement issues

I realize these forums are primarily for the PC platform, but as most mods are ported to console from PC authors here, I thought I'd come to the source to see if anyone here can assist me. That said, this is for Xbox One.

 

My Red Rocket (near Sanctuary) has been exhibiting some strange behavior for a while now. Specifically, I am unable to scrap certain objects, in particular, those that are on or around the building itself, such as signs, posters, lights, ceiling grime, trash and so on. Along with that, there's also some wonkiness with Workshop mode where it seems to be creating a Workshop mode area within the main settlement area, so when I stray too far from the building, I'm out of range and it exits the mode unless I either move further away from the building into the settlement or come closer to the building. I was also getting frequent crashes there, but I managed to mitigate that issue for the most part when I removed every Red Rocket mod I was using.

 

I didn't always have this issue. I'm using both STC (Scrap That Commonwealth) and STS (Scrap That Settlement) mods which have worked perfectly for every other settlement, but this issue appeared to have started when a Red Rocket settlement mod I was using was no longer supported and I was forced to remove it. As I mentioned, I also removed all the other mods I was using. The obsolete mod was Red Rocket Spring Cleaning, and the other two were Red Rocket Window Shutters, and Red Rocket Repaired. If I had to speculate, it's as if STC or STS cannot overwrite the file for the cell, or certain objects in the cell are persisting because they aren't in a place that my current settlement mods can affect.

 

Which brings us here. I recently came to these forums to ask someone to create a Red Rocket mod that completely removes the building and everything on it. My hope was that this would eliminate the stuff I couldn't scrap, and get rid of the building which has posed nothing but problems for me to mod it into a presentable state, not to mention that it has limited my settlement building there. PhanomGames was kind enough to create one for me and port it over, and it works great, but a lot of the objects in, on, and around the building still persist and I'm unable to scrap them. Basically, I'm at my wits end. The Red Rocket near Sanctuary is probably my most used settlement (I keep most of my personal stuff there for my character). I've put in a crazy amount of hours building it and perfecting it, and I've even streamed settlement building seminars for my local GameStop where I showcased that specific settlement to demonstrate what's possible in Fallout 4. But now it all seems to be going down the toilet. Reloading an earlier save prior to this issue is out of the question. I'd simply lose too much time and work throughout the game. So my only three options are to either try to build around/over the stuff I can't scrap (which is very problematic), abandon it, or figure out what's causing this issue and how to fix it. I'm hoping someone here can help me with the third option.

I've been doing some extensive testing with my other mods (changing load order, disabling/removing suspected conflicts), but to no avail. And since this is likely a needle in a haystack type of issue that even with assistance from the most adept modder it would likely be difficult to identify the cause of the problem, let alone fix it, I went with my first option to build around/over the areas that were not scrapping. With a bit of inginuity, I was able to completely hide all the unsightly objects that couldn't be scrapped, and the end result looks pretty good. I lost the use of the bottom floor where I had intended to place my crafting benches, but it's a small price to pay for a slick looking BoS-themed settlement that doesn't have signs and foliage hanging in the middle of the air.
