JimmyRJump
Some features in Windows 10 make it so that AMD GPUs don't reach the FPS they would have gotten under Windows 7. Something I wasn't aware of until, via a YouTube AMD GPU update vid, I stumbled across an article about it. Included in the article is a fix that for me had more than reasonable results. I have seriously better FPS now, but what's more important is that FPS is far less all over the place, i.e. dramatically less fluctiations in FPS than before. The reason for this FPS/stability loss is some code bug that appeared in 2018 that gets in the way when under Power Management, Windows 10 users have "Fast Start" enabled. Go to Control Panel/Power Options and then hit Choose What The Power Buttons Do top left of the screen. In the next page untick the box in front of "Turn on Fast Startup (Recommended)". If the options are greyed-out, hit "Change settings that are curently available" right above the Power Button option boxes and you'll be able to make the needed changes. Then, turn off the computer, disconnect the power supply (or switch it off with the ON/OFF button), wait a few minutes and then simply reconnect/swith-on the power supply, reboot the computer and, voilà, you're less prone to a nervous breakdown. You only need to do this once, as long as you don't get any Windows updates. I have updates turned off through Windows Services/Group Policies anyway.
