Oh yeah Don't *****ing legal stuff (just in case lol) cus morrowind graphics extenders been out for a long time without bethesda *****ing about it. As for Oblivion the nearest thing until now is the Fake HDR by Timeslip to what I know. Implementing DX10 on Oblivion seems a bit bold at this time. All applications that changes the way things works does so using a modified dll (like MGE did in Morrowind and Fake HDR does in Oblivion) or hooking to the "in memory" image of it, like OBSE does. Now, the "problem" at using DX10 would be restraining the use to Vista... and DX10 compatible video boards (remember DX10 isn't retroactively compatible with DX9 like DX9 was to DX8). Oblivion may not be optimized to use multi core processing, but can use threads and so can "enjoy" multi core processors. To achieve it the ini must be edited to increased the thread number allowed and some others little changes. Edit: Again I feel "enjoy" isn't the right word to mean "being able to make good use" but I aways fails to find the correct one. Edit2: "Me", too, would love to have DX10 for XP, since it is the only real "good" thing in Vista...
