Do armor mods spawn in game on people?

Will i see raiders and settlers and other people in game wearing my armor mods that dont have leveling

only if the armor mods in question have been added to the Specific leveled lists for these Npc,

 

or if you give the specific actors the armor in question, via their actor entry in the Creation Kit (Basically setting their Default Armor to your Armor)

 

and lastly if you give settlers the armor, if all of these above are not met, then no, you will be the only one with the armor.
