Best go take a peek at Bethini aswell so you can tweak them INI. files. Take a look around Nexus. On the download page you will find some great you tube tutorials. Best advice is dont install mods through steam or via bethesda. Vortex is the way forward. Congrats on the new PC.

Enjoy

Hey, i'm using BethINI with SKSE, Papyrus Util and SkyUI. In the BethINI you can easily configure options. You can set much higher settings, than the normal game allows you with the "ultra" setting. But you can also wisely gain much performance, without losing optically too much. Enter your wished Resolution in the BethINI and selct BethINI High + Recommended Tweaks. Deactivate the Improved Snow Shader, click Save and Exit and you're fine. But take care: If you're using MO2, you must configure the install directory correctly! Otherwise the changes are saved, but not effective in the game! This happens without any error message. The reason: MO2 has its own INIs, additionally to the normal INIs...

Even if you're not german: Simply respect the install priority and read the given Infos on the mod descriptions pages and gamer poets tutorial links.

Basically you can Chose between 4 Setups there: Performance, Vanilla Skyrim HD, Mod Skyrim, combatfun's Skyrim. Here some ingame Screenshots to see what you can expect:
