Freeze, CTD, and FPS hit around Lake Ilinalta

Hey guys, I've been having a super strange issue around Lake Ilinalta. Any time I look towards the lake, I geta massive 30+ FPS hit (from 60) and once I get close to the lake itself my game completely freezes. Here is my load order, any and all help is appreciated:

Remove the space between the [ and the word spoiler in order for the tags to work

Does this only happen at that lake?
Have you tested this at other bodies of water?
I'm thinking it's a bad texture of nif in that area, or a bad spawn point added by a spawn mod

It seems to be only Lake Ilinalta, for some reason. The only mod I know that affects the lake directly is Moon & Star and I've never had issues with that mod before. Also this morning, I used the Lakeview Manor alternate start location to see if it was that lake and as soon as I exited the manor my game CTD.
