Why is my High Resolution Texture Pack missing in Vortex? And why does it disable mods?

After downloading and installing Vortex, I just noticed my High Resolution Texture pack was missing in my load order. And, just like NMM, several mods were disabled when I launched my game, the usual mods being Looksmenu, LMBTO, Looks Menu Customization Compendium mod, High Res Texture Pack (missing) and a couple of others I can't remember because I'm pissed. Look. I love Fallout 4. I love modding Fallout 4. I'm slightly disabled and can't work so this is my only pass time. Is it too much to ask to have programs and apps that work? I have spent the entire day just trying to figure this thing out and when I finally get my game to launch, mods were missing. If that's how this app is going to work, I'm gonna try to switch back to NMM. At least it was predictable at launch and I knew how to fix it...not to mention all my DLC was always there!!

Have you verified that:

 

a) The mods are enabled in both the plugins tab and the mods tab

b) No other application is messing with your load order before you launch the game (Wyrebash for example disables stuff by itself).
