Edg3k
Why dont you use SKSE and bypass the launcher? Mine always resets and Ive 3 times your spec and it sets me to normal. Its very irritating.

Georgiegril
You can manually set most graphics used in skyrim through a combination of your graphics card settings and your pref.ini file. I don't know radeon, so someone else will need to point you to the proper page for adjusting your graphics in that. If you have skse installed correctly, you should be able to hit the skse launcher from NMM interface. If you get the first skyrim load menu hit exit and then hit the skse launcher again.
