Are you talking about the drop down menus associated with each mod on the mods page? If so, the past tense terminology is correct. Notice that the column in which the menus appear is labelled "Status." Therefore the status of an active mod is "enabled," not "enable," which would signify an action to be taken rather than the current condition of the mod.
