The game crashing to desktop before the loading screen is usually one of two things. Sometimes both. 1st you have a completely incompatible mod in your load order with another mod. 2nd you have a mod in your load order the requires another mod to function. Search Gophers you tube channel on load order. While it was made for the old skyrim its still relevant with SSE.

Ctd from the launch is missing master file problem if it was conflict with another mod you would get to the main menu and THEN it would crash on load game..
Are you aware of the update the happened yesterday? Are some of your mods using skse64? if yes then that's what the problem is and there is a thread about that created yesterday

Also the 255 esp limit doesn't mean you are fine with 255 esp's...
It's extremely difficult to balance so many mods and requires excelent knowledge of ck and xEdit and a lot of user work in general..
A safe and balanced load order is at around 100-150 esps for most people.
Lastly I see some mods in your list that have old versions did you convert those to Special Edition form44 ?

Try load the load order into Xedit and or Loot it might give you a clue where to look. But you definatly have way too many mods. SSE wont play any better with another 100 mods... All it will do is give you nightmares trying to juggle them all and get them working.together.
