Leliana's hood is a part of her armor, so probably the only way to do this would be to create a body swap mod that puts Leliana in someone else's body model and adds her Halamshiral hair to her headmorph. (I think her default hairstyle only has the front, to avoid clipping.) She would lose her unique armor in that case. I am pretty sure that if such a thing is possible, it could only be done in Frosty ModMaker, which I don't use, so I'm sorry I can't be of more help.
