Re-installed x-com 2 with mods in mod folder but no mods

Ok I re-installed X-com 2, made the mods folder in the main X-com 2 folder in the steam apps folder, placed mods I wanted in the Mods's folder fired up X-com2 and no mods were listed, I quite X-com 2, fired it up again and got on mod listed that must have come with the re-install but none of my other mods were listed.

 

What do I do to get my other mods to show up?

Steam\SteamApps\common\XCOM 2\XComGame\Mods
