*Spoiler* Odd Problem in Windhelm

So I'm going through the Battle for Windhelm and I've killed Ulfric and everything, but Rikke and Tullius, just...stand there. There's dramatic music playing as if I were in pitched battle, but all enemies in the room are dead and Tullius and Rikke just stand around Ulfric and Galmar's corpses with their blades drawn. I've tried killing Galmar and Ulfric in "quest-friendly" order through console commands, killing and resurrecting both Rikke and Tullius, and teleporting both of them outside using the "moveto player" command, and nothing seems to really work. As always, coming in from a previous save doesn't work, nor does waiting.

 

Short version:

Ulfric + Galmar dead, Tullius and Rikke stand around with swords drawn, breathing to dramatic music.

Mods: Yes, I'll get out the list if anyone asks and when Steam's community site decides to work.

There is dialogue after that, have you tried going up to either of them to initiate dialogue? How do they respond?

 

If they stare blankly at you, I know there have been some people with problems related to NPC dialogue after the 1.7 patch and/or installing dawnguard.

It could be mod related, I'd check any mod that affects NPC behavior, and especially any that made changes to dialogue.

 

You might try going all of the way back to the beginning of the battle and playing through....sometimes when NPCs don't behave that's all it has taken for me to get it to work. Or even just going to a different cell, closing the game, and the re-entering.

 

Also a longshot, but the verify cache thing sometimes does wonders.

Yes, both revert to normal post-war dialogue.

I have a couple mods regarding Followers, but nothing that should affect non-follower NPCs

Well what I mean by a cell it everything that loads up between loading screens. I think technically a cell is a bit different.But leaving Windhelm and then saving is what I meant.

I just had another thought...from the castle through windlelm to the stables is 2 cells, and going through two cells then returning to the first cell is what sometimes causes the navmesh bug (supposedly fixed, but...) The just standing there thing sounds an awful lot like that! You might try going back to a much earlier save.

 

Other than that, when you first played through, did you do the fighting outside the gates and wait for Tullius to give his speech at the city doors before going into Windhelm? I don't know why you hare getting problems, but it seems to me like somehow your game thinks a quest objective, or necessary action, hasn't been completed. I really don't know any solution other than going back to an old save or of course, giving up and using the console to complete the quest.
