Both. I started modding with morrowind for cheating :whistling:

Then I kept up with Oblivion and downloaded too, but I've got a long way to go in the modding dept.

i think some of us can say that we all started modding with a cheat item so you are not alone

With my first released "mod" (an adaptation of others' works) I now fall into the 'Both' category.

Project #2 is another compilation work; should be ready for release within two weeks, given that the original creators will grant permission.

I'm definately a modder I just haven't released any nor can I at the moment. All my mods are either edited from others or use parts of others. I currently have a fun quest line I made but it used armors/weapons from other mods and I'm currenty too lazy to ask permission from 20 different people. I do have a fun little mod that adds the Wabba fork. It's a fork that does the wabbajack effect when you stab someone with it. I could probably release that but it was so easy to do I almost feel it's not worth it. I also do work with my friend Vinny who's been modding since he was 10 (that's 13 years) and I'm proud to announce we're nearing completion on Shadows of the Necropolis. It'll be ready in maybe a month to a month and a half though I doubt it'll be released to any sites other than Vinny's own little site. The good news is this one will actually be released. Most of Vinny's Oblivion mods are only given to a select few people.
