As a conspiracy is believing that some group or organization is hiding or sheltering a truth in lies about certain events, I don't think I've really seen one posted here. AT least not a single one that falls under the guide of the OP's opening statement. Maybe digitaltrucker had one.

The God-head CHIM dynamic certianly qualifies as a conspiracy, because we know of only 2 people who know the truth, and while Vehk certianly tries to get the information out there, it's inherently dangerous so his 26 lessons are absurdly cryptic.

 

If you want straight up, conventional conspiracy, however, look no further than the Dunmer. Their entire culture is based around subterfuge, murder and conspiracy.

 

More typical conspiracies, of course, include Jagar Tharn's impersonation of the Emperor during the late 3rd era (the events of Daggerfall).

Mannimarco's manipulation of events around the Niben Bay and his attempted (or sucessful, i tend to lean more towards the later) apotheosis.

Tiber Septim/Wulfhearth/Battlemage-i-cant-remember-the-name-of and the Talos entity, Lorkhan and Tiber Septim's CHIM.

The Psijics (which are totally seperate from the Velothi Psijic Endevour)
