Huiscc
I've been told countless times that keeping games that I intend to mod in Program Files isn't recommended so I eventually managed to move the default Steam library to my C:/Games folder instead (as I have no other drives with enough space). This appears to have completely broken any functionality OBSE had though. I've attempted the following to get OBSE working with the library: -Completely uninstalled Oblivion and all my mods (twice now)-Reinstalled Oblivion-Downloaded and copied obse_1_2_416.dll, obse_editor_1_2.dll, obse_steam_loader.dll and obse_loader.exe to my main Oblivion folder-Enabled both the Steam Overlay in the Steam Settings and in the Oblivion properties-Ran the game normally through the Steam launcher Regardless of how precise and meticulous I am with this installation, Oblivion never detects OBSE. So unless I was supposed to keep the install directory in Program Files (x86) after all, then I can't really see any other means of fixing this. Program Files apparently induces issues of its own though thanks to UAC. Edited June 18, 2019 by Rgmemo

I meant to put obse_steam_loader.dll there as well. I know the obse_loader isn't necessary to run it if you're using the Steam version but even if I install the entire folder it still doesn't detect it. I know the obse_loader isn't necessary to run it if you're using the Steam version but even if I install the entire folder it still doesn't detect it. I ended up switching to using my GOG version of Oblivion, because there was a mod I wanted to use that required that Steam be set to run as admin, and I didn't want to mess up all my other games for it. So, none of these work? 1. Install OBSE into your steamapps\common\oblivion directory as you normally would 2).Get this file: http://media.steampowered.com/content/obse_loader.zip and extract the obse_loader.exe over the top of the one from the standard OBSE install in your oblivion folder. 3) Run obse_loader.exe and everything should now work (you'll get passed through the loader first, just hit play). At least it worked for me. 1. Make sure you get the latest version from the official site: http://obse.silverlock.org 2. Unpack where it should be installed, where the Oblivion.exe file is: ..\Steam\SteamApps\common\Oblivion 3. Read the obse_readme.txt. You don't have to load the game from obse_loader.exe. That's only required in you have the retail disc version, or want to use the TES Construction Set (installed separately). Just make sure you have unpacked the files obse_1_2_416.dll, obse_editor_1_2.dll, obse_steam_loader.dll and the Data folder into the Oblivion directory and OBSE should load properly. 4. If you still have problems, make sure you have the Steam Overlay enabled. Although this is explained in the readme as a requirement, is not always necessary (I don't use the Steam Overlay with this game, and everything load properly, including OBSE and the plugins/mods that require it). 5. If you want to make sure you are running OBSE properly, you can use this mod that tests it for you, just follow the instructions on screen: OBSE Testerhttp://www.nexusmods.com/oblivion/mods/33574/ After the test, and if you don't need it anymore, you can delete it after you have closed the game. Tried all of that, including the OBSE tester, which after 15 seconds ingame brings up a notification that I haven't installed OBSE correctly. I don't want to blame me moving the library but I could casually just chuck it into the Oblivion folder before moving it out of program files on my five or six reinstalls and it worked perfectly. Since you moved the location of Oblivion, did you let the New Installation of Oblivion generate a new Oblivion.ini in C:\users\YOUR NAME\Documents\My Games\Oblivion\ ?Are you using a MOd Manager? Yes, when I deleted the previous install I ran the launcher again to generate the ini file. I'm using Wyre Bash for downloading mods, though I've installed OBSE manually. I seem to have solved it now actually. I went into the properties of the Steam exe and GameOverlayUI exe in C:\Games\Steam, set them to "run as administrator" in the compatibility tab, and now OBSE is detected. I also renamed the folder as it was previously called C:\Games\Steam Library. I'm not sure which of those fixed it and I'm a bit suspicious as to how recommended running Steam as admin is but it at least works for now.
