A; We don't know, presumably either the Greybeards, or certian noble houses in Skyrim teach it. Unlike the Dovahkiin, on the other hand, it would have taken him years to learn anything.

B; Not that i've ever actually discovered.

Ulfric talks about it briefly when you engage him in conversation.

Referencing what the Grey Beards say about using the voice in a harmful manner, they do touch on this. However, in a General Disscussion topic, I don't want to go into more detail. This should really be in the spoiler sections.

Heh heh. y'know the problem with the spoilers thing is unless I know as much as you all. . . then I dont know if I'm asking for some info that qualifies as a spoiler. If I did know, I wouldn't need to be asking. . .

I'm pretty sure I know who the "friend" is. You'll get verification of the identity of the writer of one "friend" note early in the Main Quest. Hint -- retrieve the Horn of Jurgen Windcaller for the Greybeards. You'll have to read a note from a "friend" to advance the Main Quest and then meet that person. There's no reason to believe that this isn't the person who writes the rest of them.

Right. Except that that person doesn't even believe you are the Dragonborn until you prove it. Notes from a friend are random. (Just like much of the lore.)

And 'that' person may decide to have nothing more to do with you unless you kill the individual that has been considerably more help than 'that' person has. . . And the letters keep coming. 1st playthrough I thought it was Ulfric sending them, which turned out not to be the case. . .unless he's sending them from Sovngarde.
