Question about Ambient Sunlighting

My question is: Is there a way to adjust/change ambient sunlight in FO3/FNV/Skyrim?

 

Here are some examples of what I'm trying to get at.

Any advice and/or tips? Is it even possible?

Yes, but the engine does not (naturally) support shadowing as seen in those screens.

 

The sunlight and appearance of ambient light can be affected in many varied and dramatic ways through editing the weather and imagespace-modifiers in the drop-down 'worldspaces' dialogue.

 

People have begun making enb graphical enhancements/alterations as well, but I know nothing about how to implement this kind of wizardry.
