Permissions for Mod Releases

Okay, I'm going to be short and sweet. A few months ago, I put up this mod: https://www.nexusmods.com/skyrimspecialedition/mods/26007

It works, but it's hard to follow. Would it be a site rule violation if I just uploaded the fixed mod? Or maybe even just the working mod files, still requiring the download of the original mod to get things working? I don't want to violate any rules, but I'm also getting somewhat sick of people leaving me "I can't figure this out" messages...

What kryten said, you need permission from the original author if you want to change the mod, especially if you plan to release it.

However, it's a common practice in the community that anyone who wish to change a thing or two for personal use can do it without author's permission.

In any case, if you are not sure then why not send a PM to Nexus staff (I know Zaldiir is a modder and a moderator) and ask them for advice.
