Well in theory , it should be as simple as checking the flag "Is CharGen Face Preset"

On the first tab of Colonel Autumn's NPC window. Then save that change in an .esp file , and use it last in your load order.

 

But it might not work correctly because a base-id of an npc wants to be in an .esm file.

So if having that flag check recorded in an .esp doesn't work correctly.

 

Then with your .esp , duplicate colonel autumn making a new base-id .

Remove all his packages and factions.

Then check this new base-id as "Is CharGen Face Preset" save the file.

Then with Fo3-edit ... you turn the .esp into an .esm , And you load it last among the .esm's .

 

As far as the hair ... I think you will just have to notice what the settings are at in geck ... then try to duplicate them during char creation. (the slider numbers)

 

Also you need to manually adjust to match the age , race , gender ... since the face preset does not save that info either.
