Fallout NV crashes inside the Bison Steve Hotel

Every time when I enter the Bison Steve Hotel and walk over to the area where that safe is with the skill book, my game would just crash

Your load order is completely screwy. The DLC esms should be loaded right after the FNV esm. Sort things with LOOT. It's not a fail-safe, but it works most of the time. Also have a look at BethINI. A utility that sorts ini file entries and gets rid of redundant entries by Obsidian and leftovers from uninstalled mods

I agree with the suggestion to use LOOT. But to understand why it's changing things and to help it along in some circumstances, please see the 'Vanilla Load Order' entry in the 'First Timer Advice' section; and the 'Common Game Problems' section of the wiki "FNV General Mod Use Advice" article.

If the problem persists, then see either the 'Solutions to Starting the game problems' or the 'Solutions to "Crash To Desktop" (CTD) problems' sections in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

I recommend anyone read the entire "FNV General Mod Use Advice" article to understand the differences between this game and others you may have experience with; especially if this is your first attempt to play a modded FNV or it's been more than a year since you last did so. It is designed for someone who has never played a modded PC game before, so it tries to avoid making any assumptions.

Sorry for the necro, but I was getting the same crash report with NVTF (New Vegas Tick Fix) (at least the lines v 008256D0 3E837904 FalloutNV.exe _ CRASHSAV E_MAYBE_ FalloutNV.exe u 008256D0 C0000005 FalloutNV.exe) and I managed to figure out what was causing it. To anyone who comes across this thread in the future, try disabling bInlineCommonFunctions= in the NVTF.ini. Worked for me.
