Beth has a contract with Microsoft that requires them to release DLC for Xbox before the other platforms (i think its 4 weeks before). This was part of the terms for being able to use Xbox Live as a download medium for DLC, rather than having to sell it on the shelf as extra. That said, just like with Dawnguard and Hearthfire, it will come for the PC. I'm pretty sure Beth's contract with Microsoft is up and no longer applies since 2 DLC's have been released, so hopefully it will come out the same time as the xbox! Dragonborn, as far as we know, does not have a 30 day limit on it. Bethesda may be doing another timed deal of some sort, but nothing we know of so far says its 30 days. It was much smaller in scope than Dawnguard and I wouldn't be surprised if Dragonborn was subject to the Microsoft deal as a result of that.
