How do I make my computer completely free of the parasite that is Vortex?

Before doing anything to game directory files - click the Purge button in Vortex.

That gets Vortex out of the way for anything you want to do.

When you are all done, and you verify the mods you want are enabled in Vortex - click Deploy. All the enabled ones will be activated.

disabled all plugins and mods via Vortex and when that didn't work I tried removing the extraenous mod files manually

Why? tons of mods on the nexus still require manual installations. As long the directories are restored to the status they were before the mod was installed there shouldn't be any conflicts or errors.

 

doesn't explain NV is unable to launch without mods or vortex. So what I can't run NV again on this computer unless I do a system restore?

I took a look at my Fallout NV profiles. My default one has 67 mods. My TTW one has 56 mods. Both run fine.

 

Fallout NV is an older game at this point, and really does not like Windows 10. A 4GB patch is required, like:

 

https://www.nexusmods.com/newvegas/mods/62552/?.

 

Install it manually.

Running 7 Ultimate. Had about 20ish mods running, most of them fairly non-intrusive and small like weapons or the cheat terminal. Was already running the patch
