That is not it at all. The DLCs are loaded in the correct order. The plugins for the game and DLCs should be in the same order.

 

Where the Iron Sights plugins are located is fine. They are just in the wrong order.

 

Look at the arrangement of the Fallout.esm and then the DLC .esm files. The Iron Sights .esp files should be in the same order.

So you're saying that The ironsights should be loaded in the same order as the released DLC.

Yes, that is correct, but you do not mix the Iron Sights .esp files with any ,esm files.
