esm's esp's formid's oh my

ok so recently ive been pointed to some mistakes ive been making with FormID's and modindex, very helpful information, but now im even more confused, as im still having a ton of problems.

 

sense i started creating .esp's ive been creating new records under the 00 mod index. ive had no problems so far, however now i am trying to set up a master file that some of my plugins will pull information from, and basically everything has gone to crap from there. with the new master file the game recognizes stuff that i had working ingame previously (under modindex 00) however attempts to add new formids to mod index 01 have 0 effect on the game. it will not recognize them. so i try and put everything back at modindex 00, and nothing changes. the game still recognizes the records i originally added at MI 00 but even if i use MI 00 for stuff that i have added it will not recognize the changes. all my plugins that rely on this master file work, and have the esm pointed out in the header, its just everything with the esm it self does not work

 

quite frankly im at a loss as to what im doing wrong. ive been browsing some of the other infos on the tes4wiki pertaining to this but they seem to be CS related, and have not found a viable answer to the problem. if someone thats been doing this stuff for a while could enlighten me or at least point me in the right direction i would be very grateful.
