The harshness of the icy winds make living outside the safety of the city impossible, and traveling the continent difficult.But what I think would be cool is if various houses are scattered around, to... 1. Provide shelter from the cold (If the player stays way too long outside they start loosing health or stamina or catch frostbite or something, then all the resist frost potions become really valuable. Maybe the player could buy a thermal suit to protect them from the cold) 2. Potential place for the birth of missions? 3. An interesting addition to the world space. The houses could be Igloo shaped and painted white. This would make them impossible to see except for the smoke rising from the chimney. The player wouldn't even know they existed (unless they're eagle eyed) and one quest can be when the player first exits the city unprepared, you could be knocked unconscious from frostbite. A hermit can find you and take you to his hermit dome. he gives you a thermal suit (slaughter fish blubber suit?) and sends you out. Then the player would know what the houses look like and go and find some for themselves. OR Various underground settlements, some inhabited by outlaws (bandits) some inhabited by hermits or adventurers. I think just having one main city is a tad boring but its your choice. And trust me, having one city is plenty, especially when it is this one. Besides, the place has 5 districts, its not like its small and is going to take a day to make.
