Dunno about a drive-able car but there is the Chryslus corvega - Post-Nuclear edition at http://newvegas.nexusmods.com/mods/37708 its a pretty awesome quest mod, french with english subs and lots of humorous references. The mod author is still working on it and posting updates in his flyable vertibird mod page.
