Have a look at these:

HiAlgoBoost FPS Performance Accelerator 2

ATTK Skyrim Power Loader

...and the following one might even help performance:

Simple Borderless Window

ATTK comes with 2 versions of a Borderless Window

HiAlgoBoost FPS Performance Accelerator 2 gives you more FPS by degrading your GFXs.

Disable shadows

Change the following settings in SkyrimPrefs.ini to these:

[Display]

fShadowBiasScale=0.0000

fInteriorShadowDistance=0.0000

fShadowDistance=0.0000

iBlurDeferredShadowMask=0

iShadowMaskQuarter=0

iShadowMapResolution=1

iShadowFilter=1

fShadowLODStartFade=0.0000

bDeferredShadows=0

iShadowMode=1

bTreesReceiveShadows=0

bDrawLandShadows=0

bDrawShadows=0

iShadowMapResolutionPrimary=1

iShadowMapResolutionSecondary=1

Change the following settings in Skyrim.ini to these:

[Display]

fShadowLODMaxStartFade=0.0

iShadowMapResolutionPrimary=1

Once they're disabled, get this mod.

Get this to half the mountains' texture.

Get this to lower the resolution (I use 64x64 and find there to be NO degradation in visuals @1152x864 (Above 720p), but get a huge performance boost. Especially in the rift.) of falling leaves, pine needles and snow.

If you have an AMD Radeon graphics card, get RadeonPro, make a profile for Skyrim, then set the mipmap quality to 'Quality' or lower.
