Why is my game so... luminescent?

I can't figure it out. Lights are insanely bright.

 

As for mods, I don't know how to get a text file of all the ones I have, but I pretty much have most of the popular ones.

You can easily post your mods by copy/pasting the text file BOSS generates.

Perhaps your Gamma is jacked up to high?

Gamma is at default, brightness low.
