Skyrim.ini camera tweaks not working

No matter what I try I can't seem to get Skyrim to recognize the changes I've made to the camera in my Skyrim.ini file. I know it is reading from this specific file because it recognized the

sIntroSequence=

entry, which skips the intro video. I have tried deleting the .ini and relaunching Skyrim, then changing it again - which didn't work. I tried entering

RefIni

in the console to refresh the ini - which also didn't work.

Here is my Skyrim.ini

I have tried disabling every mod and it still does not change anything.

I have v1.8.151.0. If anyone could help that would be great

EDIT: Fixed. Camera changes are not instant, I had to play for a bit and the camera eventually snapped into position

I've been adjusting the 3rd person camera this evening and what I've found is that the camera coordinate changes do work, but just not immediately. I've been tweaking the .ini file then playing for 5-10 mins in first person mode while every now-and-again flipping over to 3rd person to see if the changes have applied yet. There's probably a better way to see any changes faster than this, but I don't know of it.
