Why would I download SKSE, I am using Skyrim Special Edition so I use SKSE 64 Because if you were playing Skyrim Special Edition, in your task manager screenshot, it would show SkyrimSE instead of Skyrim. Plus, you posted in the Skyrim Forum, instead of the Skyrim Special Edition forum. Skyrim Special Edition has SkyrimSE.exe, regular Skyrim has Skyrim.exe. Like your screenshot shows. I can physically see I am using Skyrim SE because I only downloaded Skyrim SE.... That is real weird stretch you are trying to get at that I would some how have downloaded original Skyrim and try to get SKSE 64 to work on it It does not show up as SkyrimSE in task manager. Look at the screen shot below....
