Yea but theres also snake signs but no snakes as well, hmmmmmm maybe the cold waters of Skyrim is too harsh for whales

Ummmm... whales live in both the Arctic and Antarctic and have fat almost two feet thick in places. It's most definitely not too harsh.

I would expand on this saying if there are going to be underwater monsters there needs to be underwater combat. One of the most frustrating things in Skyrim is getting out of the water only to realize your follower is staying behind trying to attack a slaughterfish that won't seem to surface so you can kill it.

I do however think a good first step would be to make some massively impressive creatures like blue whales or giant squids that aren't hostile, just impressive. On my first or second playthrough I was exploring the northern coast by winterhold to see how far the map would let me go... and with it being so murky and eerie under water i kept expecting to turn around and see some huge creature just swimming by... alas nothing but a few slaughterfish.

You could do a good mod adding some small island with a whaling town on it, say that the whales migration path only goes past that island, so all of Skyrim's whaling industry has died or moved over there. When the player goes whaling they can encounter sea monsters like the kraken.

I am currently working on a integrated Aquatic Life, Fishing, Hunting, Survival, crafting Mod

I have split my fish into categories by Habitat/Type:

1-Creek
2-River
3-Pond
4-ColdLake
5-WarmLake
6-Marsh
7-Brackish (sea coast estuary)
8-Cave
9-ReefFish
10-ReefFloor
11-Shellfish
12-Rays
13-Sea
14-Sharks
15-Deep
16-Whales

Though the last is currently nothing more than a place holder.

I don't yet have models for some of them, some are close to existing and I can easily modify.

I plan to set them up with Scripted Spawn Markers which will create a Preditor / Prey numbers simulation.

There is allot more Diversity in the Marsh and Reef fish sections by Design.

The Cave Fish are made for putting in the Grottos and Falmer Caves. They are usually dangerous.

My Survival Simulation is heavily dependent on being stranded alone on a small isle in the Sea of Ghosts, so the Aquatic Life is central to the game play, hence the level of effort.
