Here's an interesting conundrum for you all.

I have recently noticed the problem that I cannot mod any weapons in the game, even the vanilla weapons with the vanilla weapon mods. To narrow it down, I cannot even open the mod-menu on my pip-boy. Weirdly specific, right?

 

I have turned all of my game mods off, even the DLC. I have checked all the keys of my keyboard just in case it was mis-mapped. I have uninstalled and reinstalled the game. And yet I still cannot mod even the varmint rifle with a night-vision scope.

 

Any ideas?

make sure the weapon is equipped, then try to mod it

That is strange, try starting a new character and seeing if the problem persists. I have never heard of that happening before.
