There is no reason to suppose a civilization should take the same path of technological development as Earth.Tamriel has had several influences that are quite different from our world, the most different, perhaps, being the existence of magic.Maybe the second might be the influence of dwemer culture, which utilized magic and technology for the purposes of oppression and domination, and eventually ended with their complete eradication.The third may be the active involvement of the aedra/daedra, who influence events to their own liking, whatever that might be. Just like the Romans had slaves so they never bothered with steam power even tho they know about it. Also they have steel and Iron so they're not in the bronze age but the Iron age.
