Skyrim Screen Tearing Issue, any ideas?

When moving the camera, I get this weird almost screen blurring. I have no motion blur settings/mods with motion blur turned on, tried turning off vsync and g-sync to no avail. As you can see the game is at a buttery smooth 60 fps (see top right for fps) so it's not graphics card issues. I'm using a GTX 1070 with 8G Vram. I do have alot of mods running but i've extensively tested each one and removed them all and still get the issues.



Has anyone encountered this before? It makes your eyes quite fatigued. The video is taken inside the legacy of the dragonborn building but it still occurs outside.

Edit to clarify: In this video V-Sync is set to on, I basically meant I turned it off at one point to test if this was affecting the issues but it wasn't.

TURN ON V-SYNC

 

I thought this was implied but vsync has always been on "tried turning off vsync and g-sync to no avail", vsync in this video is set to on.

 

 

 

I don't see any tearing in the video

 

I assume it's supposed to be tearing when you're wiggling the mouse around in a circular pattern?

I made another video which shows it a bit better. It seems to tear around "blacks", if you look at the black parts of the floor, when I move the camera you can see it stretching, the black parts on the stone tear. Effectively what i'm seeing is motion tear on everything thats black in game. It's quite hard to see on video but hopefully this second video shows the issue more closely:

 

 

Edit: I just realised *its not capturing the issue on video record at all* the only way to show you would be if i video recorded my monitor with my phone...this makes me think it's a problem with the monitor display i'm using and not the game itself.

Do you have any kind of motion blur turned on?

 

I figured it out! It was freesync + response rate on my monitor messing with the picture. Usually it helps in most situations but this time it was causing issues:

 

On my samsung monitor the explanations:

 

Freesync = "FreeSync technology is a solution that eliminates screen tearing without all the usual lag and latency. FreeSync can be operated when you use AMD's graphic cards which support FreeSync solutions"

 

Response time = "Accelerate the panel response rate to make the video appear more vivid and natural. 'motion blue reduction (MCR) reduces blur by controlling LED behaviour"

 

I suppose both of them did the complete opposite of what was intended here. My response time was set to MCR, i set it to standard and it works perfectly now. I did see online in places that MCR can cause some issues with Skyrim. It is a 10 year old game after all.
