The gloss on stone walls pops in?

basically, i'll walk towards a section of wall and when i'm just a few feet from it, the glossy look will just suddenly appear. it happens on stone walls in like basements (Alvor's basement), stone walls (in the qasmoke test cell), and in caves (Bittleshin pass), but i saw it on a few wood chests too. i've uninstalled mods like ELFX, and SMIM. i even started to just delete any mesh and texture folder that sounded like it'd be connected. landscape, architecture, terrain, clutter, dungeon, ect. i'm lost. i had a problem similar to this ages ago and it was conflict between ELFX and Project Parallax, but i fixed that. could it be my ENB or some ini setting? thanks

thanks, but i've tried both those decal mods, and they worked great for exteriors. moss and the like on walls. still use 1 of them (the ini tweak one). no this is always indoors. i have a couple pics that show it, but they're so simple. 1 has me at about 8 feet from a stone wall. no gloss or shine. the 2nd pic shows me having moved forward about 1 foot, now gloss lol.

Try messing with fSpecularLODStartFade in SkyrimPrefs.ini. It could be related to normal map/specular map handling by the game engine. Mine is set to 5500, but that's arbitrary. Try different values and see if it has any effect. There are other config parameters which could also come into play, but I'd try that one first just to see if the behaviour changes.

Is it just the distance, or does the angle at which you are viewing the wall matter?
