Mount and blade Bannerlord not recognizing my mods. Vortex version 1.3.22

I have mods installed via Vortex, yet whenever i load my game up it doesn't show any installed. i have 32 mods installed. i went to the games mod folder via vortex and it's empty aside from the base modules, yet my mod manager says it has a bunch installed and enabled. when i load the launcher the mod list is empty save for the base modules. is this a common issue with bannerlord? other games load mods fine but bannerlord does not, how do i fix it?

Check the top-right bell icon for messages from Vortex. It's probably unable to deploy your mods and will offer a solution.

yeah, turns out it needed to elevate.. whatever that means
