Cleaning up the Commonwealth

I'm looking for a mod that is similar to this mod on Bethesda for console. https://bethesda.net/en/mods/fallout4/mod-detail/4024760

 

When I was playing on console, I used this and a scrap mod from there that let me pretty much travel across the commonwealth scrapping pretty much anything and at the time saving the material in the workbench that was spawned. I was able to actually clean up a lot of the trash and stuff and would like to be able to do that on my PC. All of the mods I have seen so far don't work in the same way and it makes me wonder if there is an issue that keeps a mod like this from truly working.

 

Or maybe I am just missing mods that are similar to this.

For trash outside of settlements, they are generally part of precombined objects. The game does that to improve performance. Breaking precombines can really trash framerates in places with lots of stuff around. (downtown Boston springs immediately to mind.....)

Kinda sucks that I can't find or get something like that. I enjoyed going across the Commonwealth cleaning up stuff and making it not only a safer place, but a cleaner one. If I was savy enough to make mods myself, I would just do so; sadly I am not.
