Creating PepeMoon for fnv

I saw PepeMoon over at skyrim nexus and I immediately came to realize I needed a similar for my New vegas installation.

But I have no experience creating graphic mods. So therefore I have 2 options

1: To request someone to maybe do it

2. Asking for help in the steps.

 

I'm going for option 2.

Is there someone that could guide me to create it?

I suppose I need blender?

All you need is to make a texture out of the picture, there's no need to make a 3d model

The moon is just a static image and can be edited using paint .net. Find the file in the game folder and load it in an editor.
