Cannot go into Perks

I CTD everytime I open the Pipboy and press T to go into Perks. I have leveled up 12 times and cannot pick anything.

 

I went thru LOOT and made sure all mods were cleaned and have no errors or warnings.

 

Anyone have an idea? I really do not want to deactivate all my mods if I can help it.

I am not seeing anything in there that should affect perks, or even menus...... At least, nothing obvious.....

See if that does it for ya, if not IDK, but it saved my build.

(Like it better in some regards).
