Custom weapons: How to choose the stats for a custom weapon?

Good evening everybody!

 

Let's say that I make a custom weapon.

Let's say that I already made the meshes, materials, textures and that I got it to work in the game.

 

 

How do I decide on the "stats" of the weapon (damage, reload speed, AP cost, value in caps, ...)?

 

 

How can I avoid making the weapon "overpowered" or "underpowered"?

 

I know there is no "right answer", but maybe somebody has some thoughts for me to consider ...
