Problem with the character speed and speed of the UI/waiting menu

Hello,

This is a small problem that I've been having and I can't quite pinpoint the cause for that. After installing some mods and plugins I noticed that the speed in the game changes, if that makes sense.
The waiting and resting times are much slower. So instead of one hour passing per second, it's usually much longer than that (usually takes around 2-3 seconds for an hour to pass in the waiting menu). Even the animation when a lockpick breaks seems to be much slower than usual.

I have had a similar problem ages ago when I was modding the game for the first time, but it was actually the opposite problem. The UI was way too fast. And I only managed to fix it by reinstalling the game.

Another problem that I have is that my character seems to run way too fast. This has nothing to do with my characters athletics skill, as my character is even really fast when I make a brand new one. I've read that this could happen if your fps is not capped/if your game runs way too fast, but my fps is capped at 55, so I doubt that this might be the problem.

Could anyone tell me what type of mods/plugins/settings could possibly cause these ''problems'', so that I might try to pinpoint it in my mod list?

Thanks in advance

Are you using some graphics mods like ENB or Oblivion Reloaded? Both have also FPS cap systems and their own configs for it.

Also Oblivion itself has three variables that could affect overall speed of game in Oblivion.ini - fAnimationMult, fGlobalTimeMultiplier and iFPSClamp. fAnimationMult and fGlobalTimeMultiplier are set at 1 as default and iFPSClamp is set to 0. Multipliers are self-explanatory but iFPSClamp can be also used as "turbo" - for example, if you have Oblivion V-Synced at 60Hz and iFPSClamp is set to 30, the result 2x speeded game. But I don't know any mod that directly touches these setting.

So I would try to force V-Sync on Oblivion first, then check these three variables in Oblivion.ini and lastly settings in the mods graphics or UI related, if you use any.

Edit: And there is also infamous "A-Bomb" bug, but it should affect only animations like fire, opening doors etc. - not a GUI.

Hey, yes I am using an Simple ENB and ORL 6.4. I know it's not Simple ENB so my guess would be ORL first. My V-Sync is also on by default. Thank you for providing that info, I'm going to check out my Oblivion ini for the variables that you provided. If I manage to fix my problem I'll post again

Okay, I think I might have found the problem. I checked my Oblivion.ini and everything is as it should be except the fGlobalTimeMultiplier. It is not set to 1 but to 0.7000. I tried setting it to 1 but everytime I load my save, it reverts back to 0.7000. I'm no expert but I have a feeling that is is a mod messing with that setting (maybe ORL?).

Thank you, but I already figured out what is causing the slow UI. It is ORL editing my Oblivion.ini and its constantly changing my fGlobalTimeMultiplier. After uninstalling it, my game seems to be normal. It's a shame it does that and I've no idea how to stop ORL from changing the fGlobalTimeMultiplier, but I care about ORL more than I do about the slow waiting times, so I'll just live with it, haha.

My guess it would be to disable all non-graphics features in ORL, like Sleeping Mode, Mount Combat, Fly Cam etc. Its due of these problems and ORL straying away from its original purpose to be simple graphics extender I stopped using Oblivion Reloaded entirely.
