I wonder where the option is for creating a modlist.txt with vortex.
back then it was simply at the mods tab on the upper side of the screen.
but now I can't find it anywhere

AFAIK, there's no option to directly export your load order.
But... Vortex always stores a copy of the current load order in its AppData.
How to access it:
1. Make sure Windows Explorer is set to show hidden files.
2. Open your system drive (usually C:) in Windows Explorer.
3. Now navigate to /users/[your user name].
4. Open "AppData/Roaming/Vortex/Skyrimse/Profiles/[your current profile]. You should find a file named "loadorder.txt". That's what you're looking for.
You can use the new collections feature to make a cloud backup of your load order.
