Have you changed bInvalidateOlderFiles and change the 0 to 1 in FALLOUT.INI? I know MMM doesn't change textures, also try disabling all FOOK mods first. If all fails, go to E:\Program Files\Bethesda Softworks\Fallout 3\Data\textures\armor, delete all the folders inside. Make sure you do a backup.

Did you install any mods that alters textures? Especially clothing. What are the other texture problems? Your load order seem to be fine.

There are custom animations when you kill someone with melee weapon. It just depends where the axe lands and was that area crippled or close to being crippled. If you would like new animation, I think this is not possible. Game limitations.

A little bit out of topic, why was lilgamefreek banned? I seldom use flames as I find that they're too over powered,same goes for all those in Big Gun categories.
