Grats :P @Fallingwater: working on it. try this: http://tesnexus.com/downloads/file.php?id=26546 hopefully it doesn't break anything :P -
My paladin-ish toon, recently lord of the shivering isles <.< >.> (creepiest place ever, seriously)

maybe a screen shot of the character and what you want to change would help us help you :)

(i may be wrong, but) if you use oblivion mod manager to launch your game it launched the game with obse if you have it installed. or so it seems to me, but then i probably dont need to launch my game from obmm all the time <.<
-
you should be able to just select your mod file, make it active and then hit ok. the CS should load the master files needed without you having to select them in the data window. least as far as i know, im sure someone more experienced with the CS can help more than i can.

a quick google search turned up two projects to bring multi-player to oblivion, both seem to be dead. http://csusap.csu.edu.au/~mloxto01/ seems to be the original project, 3 years old, that didnt get past very basic support for two players. there is a forum link off that site with discussion for a second project but all links are dead for that so it would seem that that project and its spawned second project are both dead without being completed.

no problem ;)

i dont think a mod has the scope necessary to change and add functions for lan/co-op play to oblivion. mods are limited in what they can do, like i dont think they can open or read files on the disk for example. a mod being able to open ports and initiate tcp/ip network calls would be like asking to open a backdoor onto your computer system. id wager the only way to give oblivion that kind of functionality would require reverse engineering the executable and proceeding from there.

a search on "combat" turned up: http://tesnexus.com/downloads/file.php?id=10975 on the first page. adds a message on the top left and icon on the top right when in combat, should be what you're looking for.

http://tesnexus.com/downloads/file.php?id=20372 has nature spells for three schools but nothing with weather changing.. @aoi sakuraba looks like an hgec body type armor... the black armor: http://tesnexus.com/downloads/file.php?id=16745 cant seem to find the other two, sorry :|

I cant seem to find anything like that, though here's a mod that gives a spell that will change the weather: http://tesnexus.com/downloads/file.php?id=3364 not what you wanted im sure but i cant seem to find a mod like what you described <.<

Colourwheel has some non-lore friendly mods with modern clothes like tennis outfits and such. http://tesnexus.com/modules/members/index.php?id=822828 will give you a list of her mods. i dont think the shoes come by themselves however, if you're comfortable with nifskope and blender you can get the shoes separated from the rest of the clothing and have them to wear as just footwear. im fairly certain there are multiple modern tshirt mods on tesnexus but i dont know their names off hand and didnt turn up anything on a quick search. id wager ive seen at least 3 such mods tho while mucking around so you'll probably just have to buckle down and hunt for em. ive never seen any modern caps anywhere, doesnt mean they dont exist tho.

I'm going through meshes and I'm not seeing it in my mods yet but ill see if i have it and if so what mod hentai has a couple armors you might be interested in that arent cleavage heavy but show off the stomach, the hentai mania mod has two meshes under armors\hentai\lovely, one called persona and the other called carta. they are basically the same armor mesh but with some slight changes, might be worth looking at if you havent seen them before. ill edit if i find your mysterious armor <.< could be a tona work like was said or maybe hentai? <.< >.> hmm.

I didnt see anyone answering that the "green thingy" are weapons from world of warcraft, Warglaive of Azzinoth. http://www.wowhead.com/?item=32837#screenshots I've never seen them on any english mod site, probably from an asian modder if I were to guess. That outfit looks familiar, maybe a Hentai work? I might have to take a look for that... Edit: Yeah that dress is, at least, distributed in the hentai mania mod as fadingwinds.nif but it doesnt have the head accessory. there's a similar head accessory in that mod in white, ill re-edit if i find the head item you want...
-
i hadnt thought about using that place either, might have to go into the CS and change some ownership settings, maybe turn off respawning on any chests or drop in some new ones and turn off some npcs <.< >.> maybe give myself that harem that gpstr1 turned down :P

The character in your screen shot looks like Talitha from DATalitha, a cm partner mod <.<

the CS works just fine on vista, at least I've never had a problem with it using vista 32bit ultimate.
