There are two ini files, goto your C:\Users\"username"\Documents\My Games\Oblivon and edit the ini file there as well.

make sure to delete your data folder after uninstall, as the uninstaller doesnt get rid of files you've added as far as I know. -
screen shot of idle? not sure if I know it. is it the hand on hip idle? Personality idles adds a hand on hip idle animation. Not sure if you removed that one, I don't see its idle in your screens tho.... <.<

Basically yes, it would be best to install Oblivion to a different location so you can install your mods without issue.

Nothing wrong with manga or adding it to Oblivion, I've seen a lot of impressive mods come out of manga inspiration, not just armor either. :P Being on topic I think it's an interesting looking piece of um.... clothing but I'm not an armor maker so can't help, but some here I am providing free bumpage. <.<

Subpar Graphics Due to Mods?

All come from Oblivion Stutter Remover. It may or may not be causing that pause, I'm not sure. I don't think any of thoes mods should be messing witih texture quality and the only one that does anything of an intrusive nature I would wager to be the stutter remover as well, you might remove it and see if your problems persist. Darnified makes my game pause occasionally when opening some menus, where it didn't pause before the ui change. Otherwise I haven't noticed any issues with it and I havent noticed any texture changes with either mod. <.< -
There are two .ini files. One located in the install folder and one under \Users\"username"\Documents\My Games\Oblivion, have you edited both?

You're hard to understand, please try to use sentences/periods/etc to make your thoughts understandable. What operating system are you using? What extracting software? Where is Oblivion installed if it's not in your Program Files directory? Have you been able to install some mods but not others? If so which ones have worked for you and which ones have not worked for you?

Using windows vista with default settings for UAC(User Account Control) you will not be able to install Oblivion to your program files and be able to install mods for the game. You will either have to install Oblivion to a different directory (for instance c:\games\ or whatever works for you, even just c:\ or any other hard drive) or disable UAC. If you aren't knowledgeable about computers do not disable UAC, it is better to just install Oblivion to a different directory than your program files. Regardless of install location; however, all your mods still go into the Data folder of your Oblivion installation. For instance otherdirectory(ies)\Bethesda Softworks\Oblivion\Data.

Im not sure but I believe the problem is the game skeleton and how it ends up interacting with your scaled character. For the shorter race to work as intended you would have to modify the skeleton and animations to make up for the change in height. I don't believe you can add a new skeleton for a new race. <.<

Open the Wyrmfang dagger mesh in nifscope. Click on "View" and make sure "Block List"(BL) and "Block Details"(BD) are checked, also under "View" make sure it is set to "Show Blocks in Tree". BL->Expand the 0 NiNode. Click on #2 NiStringExtraData. BD->Look for "String Data" with a value of "Torch". Double Click "Torch" and change to "SideWeapon". Save this mesh with a different file name if you intend to have both the off hand and main hand in your game. Change your main hand version in the CS to point to your new mesh. Should work as intended.

refscope, requires obse You can install that mod, use it on the "wtf" mesh and it will tell you which of your mods defines the mesh you are missing and where you need to get your missing texture. Not sure why a mod would change the ground mesh for soul stones <.<

deleting the offending animation out of your data folder should remove it from your game. If the npcs are doing it you have an esp that has changed their animations to point to a different animation somewhere in your data folder. deleting that animation will remove that behavior and they will use the default. iirc umpa has a modified walk and I see an umpa folder in your screens, is the offending animation there? The only other thing you could do is open the archives for the mods you installed that changed the walk to one you don't like, examine their data structure and find where the animation was stored.

Without firing up the CS I don't think it would work with the endif, script engine doesn't always work as expected.

you can't use items from one esp in another esp. you will need to add the special hairs you want to use to your esp/mod to use them on your custom npcs. if the race/items/hair/etc are in an esm(master file) your mod/esp can be dependent on that master file and use the items from that master. so you will need to bring the custom race info/hair into your mod and then add them to your npc else you will have errors and your npc wont have the custom aspects you want.

I have two characters, one 29 and one 27, 80+ hours each and both under 4mb on the save file. Doubtful that a LOD mod had any impact on your save time. I would wager your issue is related to a mod or hardware. Leaning towards a mod since your save file size seems kinda high. If you start a new game with all your mods turned on is it 6mb like your level 8? Turn off half your mods and make another new save, compare file sizes, isolate the problem mod that way perhaps

Nether a patch(official or unofficial) or obse will cause you to cast an invisibility spell repeatedly. I'd probably disable all mods and start a new game, see if the problem persists. I dont know why you'd have a mod that casts an invisibility spell <.< Like someone was bored and wanted to see what a gamemode script with a cast command on it would do :P -
20 mods isn't alot. The game allows like 255 mods (ive also seen people say 254?). I think Im running around 90 or so at the moment. To unlock something in game, as a cheat, hit your tilda (~) key to pull up the console, click on the door and type unlock and hit enter. Hit your tilda key again to leave the console.

Thanks i understand now :D I was using Paint.net to map my objects so I guess I need a new programme that can map. (Have some kudos :P ) ~~TES Download Gimp and there's a normal map plugin at http://nifelheim.dyndns.org/~cocidius/normalmap/. Its what I've been using to work on some retextured armor. Seems alright <.<

Construction Set Custom Race/Item Problem

as far as i know you can't just add items from one esp to the characters defined in another esp. you will have to add those items into your mod for them to stay attached to your npcs else the game file will have errors and those npcs will crash your game on when it tries to load them. So if you are in the CS and for instance you want to make an npc for a mod you are using and have it use some armor from another mod you will need to create new items with the meshes for those items so that you can add those items to your characters via the CS and not have any errors when the game loads. Same idea for your race issue I believe.
